One Thing...

 

If there is one thing that I can say,

We spoke up, I spoke up, did what I can,
a small speck of a person,
fighting against a senseless pipeline.
blew my mind when looking at our town website,
 
 
and saw VT gaz posted an unsigned mou there.
what gives?
Am too tired officially to fight this.
 
Let me post what neighbor,

The Agency of Natural Resources is holding a public hearing on the wetlands permit application for the Addison Natural Gas Project on Wed. Dec. 18, 2013 at 6 pm at Champlain Valley Union High School in Hinesburg, room 160. This is a hearing to receive public input on the impact of the pipeline on wetlands (and also natural areas, and rare, threatened or endangered species of plants or animals). Of particular interest to ANR is any information that local residents, especially landowners along the route, can provide on this topic that may have been missed by either Vermont Gas’s natural resource assessments, or by ANR’s review. In the first petition filing last December, VGS managed to miss the entire salamander crossing project, so who knows what else they might be overlooking?
ANR has already signed a Memorandum of Understanding with VGS. If you are wondering if this sequence is out of order, that is, having the hearing after signing the MOU, well, you’re not the only one. The MOU can be seen here, and can also be the subject for public comments:

I really could not say it better myself and have to say the game of Monopoly came to mind to me as well. In the old neighborhood games went on forever, rules shifted, cheating abounded,
if you got away with it. meg.

Gas Metropoly?



Lately I feel I am living a Vermont version of the game, Monopoly. Instead of the four railroads, there are four utilities; Green Mountain Power, CVPS, VELCO, and Vermont Gas. Replacing Monopoly's two utility squares are “Green Energy” squares, where if you land, you pay a fee that is invested in alternative energy. These squares make you feel like you are doing something to help combat climate change. Actually, the money you invest goes to the utilities who sell Renewable Energy Credits to other states still burning fossil fuels. Indirectly, your fee on the “Green Energy” squares in turned to profit for the utilities. The “Free Parking” space is a “Free Hunting and Fishing” space. (about as common as free parking in Burlington or Montpelier.) The rest of the squares are much the same as in the original Monopoly game, only with more “Vermonty” names like Hardscrabble Road, Smuggler's Notch, Pleasant Valley, The McCullough Turnpike etc.
In this game, instead of playing with siblings or friends, I am being be forced to play with several large corporations that own most of the properties on the board at the start of the game. One Canadian corporation, Gaz Metro, owns all of the utilities as well as a few other key properties. (This is the equivalent of one player owning all four of the Railroads on the original game.)
On my first turn, I draw a card from the “Community Chest” that says, “Gas pipeline coming through your town, pay thousands of dollars in legal and professional fees.” Next turn I draw another one that says “Lost wages due to fighting the pipeline”. All the while, the other non-corporate players and I keep landing on the squares that Gaz Metro owns. Gaz Metro smiles as he takes our money. He tells us all not to feel bad, that it's all for the “public good” He will use our money to build new infrastructure...new infrastructure that will require all players give him more money when we land on his squares. “Not to worry,” he says...”This money will go toward investments in 'clean' energy.” The “clean” energy he is referring to however, is a fossil fuel that is extracted by extreme methods that pollute the earth.
In the “Chance” cards, there are several cards that say. “Pipeline sited across your property, collect $5” which may sound like good thing, because, after all, this is a game and you won't really have to host a pipeline, right? But then you read the fine print and it says your most valuable property would be immediately and severely devalued. (Think Park Place and Boardwalk suddenly worth less than Baltic and Mediterranean Ave.) Several cards say things like, “Path of pipeline cuts across your sugarbush, orchard, or newly planted berry bush field, you get $5, but lose all future potential income”. I draw another card that says, “Property taxes due. Pay $1000 on land you can no longer use.” And another one, “Fight with town to lower property taxes on easement-encumbered land. You lose. Pay $100.”
There are also cards that say things like “Take a hike up Snake Mountain, enjoy the view” or “On a clear night, stare at the stars” and “Go fishing on Lake Champlain” But no money comes with those cards. You still only get the $200 for passing go and the rents on the measly properties you have left. It's not enough to live on. I watch as my cash dwindles....I draw another card from the Community Chest and it says, “The Public Service Board grants Certificate of Public Good to owner of utilities.” This is the ultimate death card to any player that does not own all the utilities but to Gaz Metro it means that it can grab any property that it desires by using eminent domain. Our government will even assist in the condemnation. Give up your hopes of hanging on to the land you need or value. Say goodbye to the prospect of curtailing climate change. The future is grim.
If this were really a game, it would suck and no normal person would want to play it. But what I describe is pretty close to what we are experiencing. The players are not who we want to play with (in fact, we never agreed to play this game in the first place) and the rules are stacked against us. The outcome is obvious from the start and the only way you could possibly win is if you draw a “You buy a Tri-States Megabucks card and it's a winner, collect $2 million” card which I am not even sure really exists.
It is disheartening that the proponents of this gas pipeline keep touting the economical benefits of “natural” gas while they blame the lack of pipeline infrastructure in our state for our economic woes. We see the potential of economic benefits of a gas pipeline alright...to the owner of the utilities and to big businesses that consume huge amounts of thermal energy. To the rest of us...the costs are already adding up.
One has to wonder how things got this bad. Why would our government allow one foreign company to be so heavily invested in the lion's share of our state's utilities? Why would our governor claim to be supporting a switch to renewable and independent energy sources but at the same time, back a plan that will hook us up to a fracked gas pipeline for the next 100 years? Why is a company that has no respect for agriculture and landowners, being allowed to plot and plan a design to crisscross a state renowned for it's beauty and landscapes, with pipelines carrying a lethal gas that has been extracted by extreme methods, rendering the areas it comes from poisoned and ravaged? One has to wonder, who designed this game, anyhow?
There is a groundswell of opposition growing against this pipeline. Those that have not been paying attention are starting to tune in and raise their voices against a fracked gas pipeline project that seems to be progressing along in spite of the outcries of dissent. If those outcries are ignored, they will get louder. Vermonters have a right to protect our land, our health and our economy. We have a right to refuse to take part in the desecration of our planet. We have a right to say “NO” to the Addison “Natural” Gas Project.

So it's not going to be a form of cheap (or clean) energy. The only reason for justifying the use of shale gas is that we have a lot of it.

I would also like to call attention to the presence of Don Gilbert (VT Gas CEO) as chair of the compensation committee on the Board of Trustees at Fletcher Allen Health Care (which buys over $1M/year of his product). This is an egregious conflict of interest; and surely his activities on behalf of the gas company are not in keeping with the supposed mission of a nonprofit medical center. Perhaps more people should call for his resignation - as at Board meetings, which are open to the public, for which the schedule is here:

I eagerly reviewed what press I could find after the  PSB hearing about the proposed pipeline.

The opposition had a bad rap for speaking out of turn.
I disagree and Rebecca helped me understand
 the untold story
and the unspoken testimony of a local experienced Doctor.
He made a lot of sense and I post here so the world will have a record.
Now we wait until the board decides.

Friends,

Bill Fifield, long outspoken on the pipeline, made sure to get on line at the public hearing early, an hour early. He knew the rules: First come, first speak. He was third in line. While dozens waited, missing out on the rally outside, a buzz started going around that the PSB was going to ask two additional questions on the signup sheet: Are you in support of or opposed to the project; Did you speak at the March hearing. Rumor had it that the PSB planned to alternate speakers who were pro and con, and skip over altogether those who had spoken at the previous hearing unless there was time at the end. This plan, which was imposed on the spot, was not included in the PSB's published rules for the hearing from just last week.

Because there were so many opponents and so few supporters on line, a concern grew that many of the people who had followed the rules by coming early would not get a chance to speak, and that pipeline supporters would, in effect, get to skip ahead. Deeming this grossly unfair, many people on line decided that they had to make a small act of civil disobedience in order to actualize their right to speak. This hearing, after all, was the last chance to speak in public. The rumor turned out to be true, and however well intentioned the rule might have been, had we all complied by answering the questions correctly, the consequence would have been favorable to VGS by skewing the testimony. Only two speakers in the first hour came out in favor of the pipeline, which was, in fact, not a bad representation of all of the people who came to the hearing. Inarguably, it was a good representation of the people who diligently lined up to sign in to speak. If we had not flouted the un-warned rule the third speaker would have been a supporter of the pipeline skipping more than 12 opponents that had duly signed up, Bill included. There might have been more like 15 supporters speaking in that first hour, which is just about all of the people who spoke on their behalf anyway. The media left after about an hour, as they always do, and it would have grossly misrepresented the turnout, and the coverage would not have been as clear a slam-dunk victory for the opponents.

So some of us, determined to speak, marked the boxes in a way that would ensure we got the chance we deserved and according to all the published rules had the right to. We lied, yes. I'm not proud of that, myself, but I felt trapped and calculated that it was justified. Perhaps, if the PSB had properly warned this change, we could have had a more graceful response. Perhaps we could have talked them out of it. If not, perhaps each of us just might not have answered the question -- taken the fifth. But Bill, as he says, is a Boy Scout, and although he fully understood the sabotaging nature of the questions, he answered truthfully because he believed, perhaps, reason would prevail. In any case he just could not lie. He signed up as opposing the project, and as someone who spoke in March. They skipped his name and I, who was fourth, spoke third. Bill waited patiently all night to listen to the others and to see if they might come back around to his name. They did not.

Who should be ashamed? Bill, third in line, was tricked by the PSB out of speaking. Here is what he would have said.

Gentlemen:

I’m Bill Fifield, a member of Rising Tide and a retired physician from Middlebury, and I’m speaking tonight because we have very little time left to prevent runaway climate change. Back when the three of you and when I was in elementary school, one of the guiding principles we heard over and over again, not only in school, but at home, at church and at cub scout meetings was that we should always strive to do the right thing. That principle seems to have been lost by many of our elected representatives in Washington; otherwise they would NOT have:

A- Voted down overwhelmingly a resolution simply stating that Congress accepts the EPA finding (supported by 97% of climate scientists) that “climate change is caused largely by human activities, and poses significant risks for public health and welfare.”

B- Congress would not have passed legislation introduced by Vice President Cheney (the Halliburton Loophole) that exempted the fracking industry from Clean Air Act and Clean Water Act regulations. In my view, this was unconscionable. In my opinion, we in Vermont should be able to do better than that. So,

- Knowing that Vermont has banned fracking in the state because of environmental and health concerns

- Knowing that fracking fluid contains ingredients that are secret but is known to contain carcinogens such as formaldehyde, benzene and toluene

- Knowing that First American indigenous peoples in Alberta have an incredibly high incidence of biliary tract cancer due to contamination of their drinking water by fracking fluid

- Knowing that Vermont Gas claims that natural gas has 23% lower emissions than other fuels and quotes as a reference, the Energy Information Administration, which is part of the American Petroleum Institute, a trade association for the oil and gas industry

- Knowing that before being burned, methane can and does leak from wellheads, pipelines and storage tanks, and since, in the short-term, is up to 120 times as potent a greenhouse gas as CO2, natural gas is NOT cleaner than other fuels, as Vermont Gas would have us believe.

- Remembering that, several years ago, James Hansen, the world’s leading climatologist, said that 350 ppm of CO2 was the highest level of atmospheric CO2 that was compatible with the world as we know it, and that we just passed 400 ppm.

- Knowing that if we remain on our present course (burning fossil fuels, including methane) that within 15 (one-five) years, runaway, impossible to stop global warming will begin

- And knowing that Vermont Gas has said that, ultimately, 70% of the methane transported through its pipes will end up at IP, in New York State, and knowing that this will result in considerable short-term profits for a Canadian owned company, why would the VERMONT Public Service Board seriously consider approving this project for the public good of Vermont?

Gentlemen, I ask that when you consider the VGS application for a certificate of public good, that instead of focusing on short term savings and corporate profits, think about our grandchildren and remember what we learned all those years ago, DO THE RIGHT THING and vote against this project. Everyone in this room and indeed, in the state will bear witness to your decision. Thank you.

Went outside to check for berries and
Fred called to come see the neighbors intervewed.

natural gas is not always natural
vermont gas is not owned or operated by vermonters
the proposed pipeline is to feed middlebury and a paper mill on the other side of Lake Champlain
the newspapers promoting natural gas pipeline get advertising revenue from vermont gas
and vermont gas's sister companies, the utilities du Vermont.
not to be a snob but canadians own all? most? of our power.
oh, except vermont yankee which is dying and soon to be dead.

VGS, a Canadian-owned company wants to put a transmission line containing Canadian fracked natural gas through Vermont and drilled under Lake Champlain to serve International Paper in Ticonderoga NY and connected with fracked gas infrastructure pending in NY State.

Judging by the voiced opinions of Cornwall citizens, there is strong objection to the state seizing land of Vermonters, threatening homes, land values and Lake Champlain itself with an entirely new fossil fuel infrastructure, said to last 100 years, with only questionable short-term financial benefit to some Vermont families and businesses. According to MIT's recent studies, the pipeline is also as bad or worse than oil in terms of global warming emissions of Methane and CO2, let alone its permanent destruction of Alberta, a hitherto pristine province of Canada from fracking. In the long-term, Vermont is being asked to give right-of-way to a company that will "in perpetuity" be able to run fracked natural gas or indeed "any energy substances" via expanded infrastructure through this right of way forever, as worded specifically in the lease agreements VGS is pressuring landowners to sign.

This is rare footage, because it is one of the few times this company's executives must publicly confront the people its work will impact forever. If the Public Service Board approves the pipeline, VGS, protected by contract law and a Certificate of Public Good, will forever after speak only through its lawyers, if at all.

Speaking to these folks and your own town Select Boards are the only way to get the state to recognize the will of its citizens and stop this pipeline before the Public Service Board makes its ruling in the fall of this year.

Sign this petition. All it asks is that our governor be consistent and follow through on the promises and claims he has already made. Sign it and then send it to anyone you know who might care about what happens to Vermont.

Cycles of Pipeline planning

25 years ago, there was a plan for a pipeline...
could it be that was enough time to retreat, plan and reapproach?
If this were not sacred ground, would any of us be fighting so hard to hang onto it?

...words of wisdom:
somethings never change. That project {1989}fell flat...and I think the industry learned a few things...mainly...break it up into smaller, easier to chew pieces. Hmmm.
